For his investigative reporting for The New York Times that exposed contamination in drinking water tanks, Livingston Award judges honored Frank as a finalist in the local reporting category for this national award. The water tank investigation spurred changes to the NYC Health Code and prompted city lawmakers to propose more sweeping changes to the way the city cares for its drinking water tanks.
